As of July 1, 2011, the legislative freezes requiring exemption requests approved by OFM expired. So now exemption requests for the following items are no longer required:
  
            - Out of state travel/training
            - Equipment (including printing/copying equipment)
            - Personal Service Contracts
            - Use of Private (non-state) facilities for meetings

Be aware that restrictions on salary increases and permanent hiring continue to be in effect. Please see below for specific instructions on each of these.

1. Salary Increases
Salary increases are prohibited under SB5860 through June 30, 2013. However, increases may be granted for positions for which the employer has demonstrated difficulty retaining qualified employees, if the salary increase can be paid within existing resources and if the salary increase will not adversely impact the provision of client services.

All salary increases must be submitted through PTERS for approval by the Executive Vice President.

Salary increases given during this time are required to be reported each year to the legislative fiscal committees detailing the positions for which salary increases were granted, the size of the increases, and the reasons the increases were given.

Wage increases for non-student hourly employees are also prohibited through June 30, 2013. Please contact HRS with questions regarding wages for non-student hourly employees.

2. Recognition Awards
Effective May 2, 2012, recognition awards in the form of cash or cash equivalents such as gift certificates or gift cards are permitted if paid from donated funds.

3. Permanent Hires

Permanent hires, including appointment changes from temporary to permanent, must be submitted through PTERS for approval by the Executive Vice President. They will not, however, be sent to OFM.
