WASHINGTON 2020 ENACTED SUPPLEMENTAL OPERATING BUDGET

Governor Inslee signed the 2020 supplemental operating budget into law on April 3, 2020. Due to concerns about the effect of COVID-19 on fiscal resources, the Governor vetoed many of the items funded in the legislature’s compromise budget.

WSU received partial funding to implement House Bill 2327. The bill directs institutions of higher education to implement new procedures to better screen for job applicants who have committed sexual misconduct at a previous employer and help other institutions do the same when considering applicants who have been employed by WSU. Other funded items included $25,000 for a collaborative study on bias in traffic stops and minor modifications to central service charges and benefit rates.

The Governor vetoed a $42 million transfer from the General Fund to the Workforce Education Investment Account (WEA). The WEA account funds the Washington College Grant, an entitlement, and many other higher education priorities. At this time, it is unknown how this deficit will be covered.

WSU did not receive full funding for the cost of IT reclassifications that were effective July 1, 2019, or funding for the Soil Health Initiative, which were items included in WSU’s supplemental operating budget request.
